A group of cities, chambers of commerce, and others that, among other things, opposes building a border fence in Texas. Chairman is Chad Foster, mayor of Eagle Pass.

On May 16, 2008 they sued the Department of Homeland Security in regards to the fence link. The lead attorney in the case is the Mexico-linked Peter Schey.

Per a story that apparently appeared in the Rio Grande Guardian, Tamar Jacoby of the Manhattan Institute previously advised them on immigration issues (link).

Their two listed sponsors are International Bank of Commerce (part of International Bancshares Corporation, with Dennis Nixon as the chairman of the latter) and the Rio Grande Guardian newspaper.
